Chungnam's New Hub, Naepo New Town

Naepo New Town, the New Host City of Chungnam Provincial Office

The construction of Naepo New Town, which will become the new host city of Chungnam Provincial Office and further the Province’s new hub city, reached the 23% progress point in infrastructure in 2010. Entering 2011, construction has gained more momentum. Naepo New Town will settle down in an area of 9,950,521㎡ over Hongseong-gun and Yesan-gun and host the Provincial Office. It will be a low population density city with 38,500 households for 100,000 people by 2015 based on the investment of 2 trillion 628.3 billion won.

Naepo New Town to Serve as Chungnam's Administrative Town
Naepo New Town will consist of an Administrative Town of 318,052㎡, Business Park of 133,290㎡, and Commercial District of 363,285㎡ once it is completed. The Administrative Town will hold Chungnam Provincial Office, Chungnam Council, Educational Agency, and the Police Agency. Their related institutions will be evenly located in the Business Town and Commercial District for active business activities. Planning to transfer its 136 metropolitan administrative agencies to Naepo New Town, Chungnam expects to see the completion of its new provincial office by the end of 2012. Poised to become a new landmark of the province, the new provincial office has already acquired a preliminary certificate in four areas, which include environment-friendliness, energy efficiency, ultra fast information and communication, and living environment with no obstacles.

Integrated City of Diverse Functions
Chungnam completed the sale of apartment houses for 885 households in Naepo New Town in March, 2011. The area of land for sale in the new town is 5,504,000㎡ after excluding the areas for roads, rivers, parks and so on from the total development area of 9,950,521㎡. Chungnam has set a plan of distributing 1,134,000㎡ to public agencies in the Administrative Town, education, culture, and welfare and selling 4,370,000㎡ to general buyers for commercial, industrial, and cooperative facilities between industry and academy as well as apartment houses.
Once the new town is completed by 2015, Hongseong and Yesan will grow into a core city with a population of 300,000 including old and new residents and drive the growth and development of Chungnam as a city that provides comprehensive support for cultural, medical, educational, administrative, and transportational functions.

   
Environment-Friendly and Very Liveable City

Chungnam also plans to specialize and develop Naepo New Town into a “low carbon green city.”
Chungnam set a plan for land composition so that the new town would keep the original topography intact as much as possible and accommodate itself to natural topography. It also set out to raise the green ratio of the new town to 50% or higher by building a park in the lot where a public agency would be constructed and creating an urban forest including a rooftop garden for apartment houses.
Under a slogan of an environment-friendly city with low population density, Naepo New Town will have the following features of specialization: plenty of forests, carbon neutrality with energy circulation, a pleasant urban environment with no fences, telegraph poles, garbage, stand-up signs, or overpasses, free bicycle routes, sensible and refined public design, a creative city with thriving local characteristics, provision of various kinds of education, and safety with no inconvenience in everyday life.
