How Naepo City Has Been Created

Geographical Conditions of naepo City

Naepo city, which is a relocation place for the Chungnam provincial office, is located throughout two myeons and six ris in Yesan-gun and Hongseonggun, with its gross area of 9.9㎢. 3.7㎢ is in Sapgyoeup, Yesan-gun, and 6.2㎢ is in Hongbuk-myeon, Hongseong-gun. It is 95㎞ away from Seoul, 55㎞ from Multifunctional Administrative City, and 70㎞ from Daejeon Metropolitan City. The east of the city is adjacent to Gongju and Asan city, the north is to Dangjin-gun and Seosan city, and the south is to Boryeong city and Cheongyang-gun.

Seohean Expressway goes through the west side while Dangjin~Daejeon Expressway and Janghang Line run the east side. Moreover, there are plans for Janghang Line double tracks, metropolitan subway extension(draft), and construction of Seohe Line(Wonsi~Hwayang) around the new city.

From gongju, going through Daejeon, to naepo City
Chungnam provincial office was first located in the city of Gongju in Chungcheongnam-do, the capital of ancient Baekje, in 1896. Then, 36 years later, it was relocated to Daeheung-dong, Jung-gu in the city of Daejeon in October, 1932. It it the current location of the office. However, as Daejeon was separated as a city under direct control of central government in 1989, there has been constant demand to move the provincial office to the jurisdiction. And finally, the relocation to Naepo city was decided in February, 2006. It has been exactly 80 years since the relocation from Gongju to Daejeon.

The third governor elected by popular vote(former governor Daepyeong Shim) chose Naepo city for relocation, and the fourth(former governor Wangu Lee) drew big picture. And the fifth(governor Heejeong An) finalized the plan that took 10 years. The municipal ordinance for relocation was made in July, 2005, an expected area for relocation was announced in February, 2006, development plan(draft) was reviewed by provincial office building relocation committee in April, 2008, the development plan(changed) was announced in September, 2008, and deliberation by Naepo city construction committee was completed and execution plan was announced in March, 2009.

Six Reasons Why Naepo City is a ‘Masterpiece’

Bicycle Paradise
Naepo will be the best bicycle city where you can go anywhere in the city by bicycle within 30 minutes. By making bicycle roads throughout the whole city, it aims to maintain its city traffic transportation share at around 30%.

Chungcheongnam-do is planning to make 28 bicycle roads of 70.1㎞ in Naepo city. The roads will be classified by function. 42.7㎞ will be allocated for commute, 22.9㎞ for leisure, and 4.5㎞ for daily activities.

Design masterpiece City
Chungcheongnam-do is transforming into ‘public design masterpiece city' for the first time. With studies conducted by professional organizations such as Korea Institute of Design Promotion and Hoseo University academic-industrial research team, the province has developed 77 designs of 27 types including ▲20 designs for public facilities such as bench and public sign, ▲3 designs for outdoor stage at park and pocket park, ▲ 4 designs for decoration of such facility as bridge rail and underpass wall. The newly developed designs are being reviewed and implemented in execution drawing. For comprehensive management of sceneries in Naepo city, Chungcheongnam-do has prepared and is implementing ▲standards for skylines harmonizing natural landscape and artificial architecture, ▲color guidelines for unity of each city district, ▲standards for street tree planting, considering symbols and beauty of the city, ▲guidelines for outdoor signs to prevent rampant signs.

Complex Community facility
Complex Community Facility will be built in Naepo city in Hongseong and Yesan, Chungcheongnam-do.

As a pilot project, one building of 7,600㎡ with one ground and four underground floors will be built nearby an apartment district in Naepo city. Complex Community Facility is to provide residents with one-stop service of administration, education, culture, welfare, and sports in one building. To be more specific, township office, public health center, post office branch, police precinct office, youth·senior welfare center, and 119 safety center will be in the building.

Chungcheongnam-do is planning to build 5 complex community facilities one by one, and will choose one as a pilot project with consideration of population increase and budget. The goal is to break ground around March, 2013, and complete the construction by the end of 2014.

Wood Pellet Community energy facility
A new renewable energy community facility using eco-friendly wood pellets will be introduced for the first time in Korea.

The facility of 84,000㎡ to be built in Hongseong and Yesan areas in Chungcheongnam- do will be equipped with cogeneration facility using wood pellets to produce energy, ‘RDF facility' to transform household waste into solid fuel, and ‘bio gas facility' to produce methane gas from food garbage and sewage sludge.

Green City with City forest

Green city aiming at more than 50% of green area ratio will be built. To this end, Chungcheongnam-do is planning to link main green axes spreading out like the spokes of a wheel from Yongbong·Suam Mountains with green belts in the south and the north to make a net-shaped green area. There is also a plan to make main axis park and green area by connecting water system axis of provincial and small rivers such as Shingyeong-cheon and Mokri-cheon, and net-shaped green belt axis.

City Without 5 factors
For a pleasant city environment, there will not be five factors of telephone pole, pedestrian overpass, garbage, fence, and standing sign in the new city.

As telephone pole and other ground obstacles go underground, the city landscape will be improved. At the same time, for an efficient management of infrastructure, pipe utility conduit will be introduced while telephone pole will be buried underground, too. Moreover, there will be no pedestrian overpass to give more priority to people, not cars, with horizontal walking network for pedestrians. 

Clean-net (automatic garbage assembly system) will guarantee garbage to be transported underground for unified transportation and collection of garbage. Fence will not be allowed as a rule, and open areas will be green and equipped with waterscape facilities for an eco-friendly image.

Installation of standing signs will be prohibited as well. As a solution, special areas where outdoor signs are allowed will be designated when specific streetscape is required in administration town and main business district.
