Knowledge Sharing through K2H Training Program

In the Provincial Office in October, people were exchanging emotional farewell. Four foreign public servants who participated in the on-the-job training of the Chungnam Provincial Office were saying goodbye to their Korean friends before going back to their home countries.

The Korea Heart to Heart(K2H) is an exchange program that hasbeen co-organized by Chungnam Province and the Korea Local Authorities Foundation for International Relations since 2004 for the globalization of provincial administration. This on-the-job training provides local public servants in foreign countries with opportunities to learn Korean culture and language as well as administrative expertise.

This year, the Province invited a total of five public servants from four different countries ­ Marceio Damian Proscopio (37) from Misiones Province of Argentina, Rotha Khoeun (30) from Siem Reap Province of Cambodia, Oleksandr Vanin (23) from the Crimea Republic of Ukraine, and Wang Pengfei (27) and Sun Dan (29) from Liaoning Province and Jilin Province of China respectively.


The trainees acquired practical skills of administration by working in departments of the Provincial Office that take care of forestry, educational and legal service and international commerce. In addition, they learned Korean in the language school of Hannam University and the Korean martial art of Taekwondo in a nearby training center. Visiting various local festivals, such as Boryeong Mud Festival and 2012 Yeosu Expo, andattractions, such as the Ginseng Exhibition Center in Geumsan, Baekje Cultural Land in Buyeo and King Muryeong’s Tomb in Gongju, was a good opportunity for them to understand Korea and the Korean culture.

Wang Pengfei from China said, “I will never forget what people in the Chungnam Provincial Office have done for us over the past six months,” adding, “I will make continuous efforts to expand mutual exchange between the two countries after going back to China.”

Until last year, a total of 28 people participated in the K2H Program, among which 15 were from China, followed by seven from Long An of Vietnam, three from Siem Reap of Cambodia, two from Misiones of Argentina and one from Amur of Russia.
