A New ‘Second Capital’ Administrative City

It will lead the balanced development of the nation.

The Multifunctional Administrative City (it is called Administrative City hereafter), which will become a world-class model city symbolizing the Republic of Korea in the 21st century, will be constructed in Chungnam. Because of the plan to move most of the key governmental organizations currently located at the traditional capital circle to Chungnam Province, the central part of the nation, Chungnam will emerge as a leading center of the national development.

The planned site to construct the Administrative City is the areas of Nam-myeon, Geumnam-myeon and Dong-myeon, Yeongi, and Janggi-myeon and Banpo-myeon, Gongju, which have the geographical merits to open a new Korea, because Mount Wonsusan is located at the central point in the site, Mihocheon Stream and Geumgang River meet there 10km from Daejeon and Cheongju. Since the site is near Daejeon-Dangjin Highway in the west and Gyeongbu Line Railroad in the east, the center of the site is eight km from Gyeongbu Express Railroad and 10 km from the Cheongwon interchange of Gyeongbu Highway, it provides very convenient traffic conditions from everywhere in the whole country. The planned site area is 731.14 k㎡ and at present the construction work is progressing step by step as planned.

Construct It as a World-class Model City
The Administrative City is being constructed in the four stages : preparation, planning, construction and occupation. It will accommodate a population of 500 thousand by the

targeting year of 2030. The future city named as “Happy City”. In order to construct an environmental and ecological city, the city is being developed in view of environmental matters primarily from the very planning stage. Also in order to construct a cultural city, they have investigated cultural heritages on the construction site and are developing a traditional cultural city that completely preserves its cultural assets, as well.

The Office of Prime Minister, 12 ministries, four agencies, and two others among the central administrative organizations in the capital circle will be moved to the Administrative City. Furthermore, 40 government subordinate organizations and national institutes related to the central administrative organizations will be placed in the Administrative City, as well. Cultural facilities such as exhibitions, performance theaters and art museums and convention centers, and international organization buildings will be constructed in the city in an effort to improve a living quality of the citizens.

“The Administrative City will lead the balanced development of the nation in the future, and we are planning to construct it as a worldwide model city by collecting ideas and opinions from experts and the nation.” Choi Byeong-seon, Chairman of the Committee of Multifunctional Administrative City Construction has added that the future city will be one of the best in the world symbolizing Korea as an advanced country in the 21st century.

Administrative organizations and residents will be moved to the Administrative City in 2012. The Administrative City Construction Agency that takes charge of constructional affairs will be stationed at Geumnam-myeon, Yeongi in January 2006, when the actual constructional work will start.
