The Governor of Chungnam, Yang Seung-jo, emphasized his vision in his keynote address at the Congress of Under 2 Coalition during the 26th UN Climate Change Conference of the Parties (COP26) at Glasgow

Governor Yang suggested to the representatives of the local governments, “Farther, faster, and together, let us implement carbon neutrality.”

Governor Yang delivered the keynote speech at the Congress of Under 2 Coalition held as a sideline event of the 26th UN Framework Convention on Climate Change COP26 at the University of Strathclyde in Glasgow on November 7th.

The Under 2 Coalition was inaugurated just before the Paris Agreement is an international organization aiming to reduce greenhouse gas emissions to control the rise of temperature of the Earth below 1.5℃. The Under 2 Coalition has 231 central and local governments as members worldwide.

The Under 2 Coalition recognized Governor Yang’s policy efforts related to climate change, including (i) joining Under 2 Coalition as the first entity in Korea, (ii) disclosure of greenhouse gas emissions mitigation targets and performance every year, (iii) declaration of climate change emergency as the first local government in East Asia, (iv) establishment of 2050 carbon neutrality goals, and (v) the launch of Korea’s first campaign to select fossil-free financial institutions. Governor Yang was elected as the joint chairman in the Asia Pacific of Unde r2 Coalition in appreciation of his contributions last December.

The Congress was held offline and online at Glasgow with agendas including reporting on the achievements of international cooperation of the Under 2 Coalition, cases of carbon neutrality activities, joint goals of the international community, and ways of strengthening the collaboration of central and local governments towards the promotion of COP.

The Under 2 Coalition congress was attended by Governor Yang; Nicola Sturjeon, the First Minister of Scotland; Jay Inslee, governor of Washington state of the United States; and 260 representatives of central and local governments.

In his keynote address Governor Yang said, “When I was inaugurated as governor in 2018, 30 of 61 coal-fired thermal plants in Korea were located in Chungnam.”

He noted, “Hence, I set up the ‘Clean Air, Clear Chungcheong’ project as my first task and closed Unit No. 1 and No. 2 of the Boryeong Thermal Power Plant ahead of schedule.”
Yang added, “The urgent situation such as the massive emission of greenhouse gases and air pollutants in Chungcheongnam-do compelled me to lead the coal phase-out movement in Korea.”

He also stressed, “I hope that more national and local governments undertake substantial climate change responses in cooperation with the Under 2 Coalition, and Chungnam province, as the co-chair of the Asia Pacific, the region will provide the utmost cooperation and support to carry out carbon neutrality activities.”

Governor Yang closed his remarks by saying, “Going forward, we will take a bold measure to half emissions of 2010 by 2030, and reach carbon neutrality by 2050.”

Following the Under 2 Coalition Congress, Governor Yang participated in a meeting to discuss establishing an international climate partnership.

The Chungnam province held the meeting as the co-chair of the Asia-Pacific of Under 2 Coalition in order to cement the solidarity in climate change mitigation with Patricia Fuller, the Ambassador for Climate Change, Canada; John Murton, the COP26 Envoy of the U.K; Kim Hyo-eun, the Climate Change Ambassador of Korea; and Kim Joo-jin, the CEO of Solution for our Climate in attendance.

Governor Yang discussed climate change response, eco-friendly energy transition, and environmental pollutants, including plastics.
